one-to-one replacement the issue at RRHA public meeting
RRHA held a public hearing on their proposed 2008 Agency Plan this evening at the Calhoun Center in Gilpin Court. The agency presented their plan to “change the face of public housing”, described the budget challenges that they face, and took heat from residents and advocates on the RRHA’s innability to promise a one-to-one replacement of any housing units sold or demolished.

shooting on Charity Street
Leonardo Robinson, 18, of the 1400 block of Minefee Street, was shot to death yesterday 200 block of West Charity Street at about 6:50PM. The police declined to release any further details. [via]

A man and a woman were both shot in the leg at about 3:45PM yesterday afternoon in the Gilpin area. According to the police, the victims were walking down Federal Street when the shots were fired. [via]

redevelopment of Dove Court “is a pilot” for Gilpin
The planned redevelopment of the 44-year-old 60-unit Dove Court housing complex at First Avenue and Dove Street is being held up as pilot for what could happen at Gilpin Court in the coming years:
What happens at Dove Court early next year also is likely to influence the future of Gilpin Court, the city’s oldest and largest public-housing complex. The housing authority and city are working on a study to eventually redevelop Gilpin as part of a broader plan for Jackson Ward, especially the part of the neighborhood that lies north of Interstate 95. [...] The 60 units of public housing that will disappear with Dove Court will return as part of a 260-unit, mixed-income community that won’t concentrate the poorest residents in one place. Not all of the 783 housing units in Gilpin will be replaced in the community that takes its place, Hill-Christian said. “Some units of public housing will have to go to another place.”

shooting on Charity Street
28-year-old Michael Jackson was shot and killed at 6 West Charity Street at around midnight last night in violence stemming from a domestic argument. Police are looking for 17-year-old Merwin R. White the for murder and use of a firearm in commission of a felony. [via]

redevelopment and affordable housing
John Sarvay’s coverage of last night’s Richmond Planning Commission’s public hearing for the proposed Downtown Plan says that it was a resident of Gilpin Court who received the loudest applause from the crowd:
“The City of Richmond and Richmond Redevelopment Housing Authority must commit to the responsible redevelopment of Gilpin Court,” said Cora Mays. Mays cited a recent study that reported that there are fewer than 7,000 affordable rental properties in the city for more than 18,000 “extremely low-income residents.” She called for the city and RRHA to commit to a one-to-one replacement of housing units, an open and transparent timeline and input from residents impacted by the proposed redevelopment of one of Richmond’s largest housing projects.

Wilder’s cancelled Gilpin meeting
Mayor L. Douglas Wilder recently canceled a town hall meeting in Gilpin Court, the city’s largest public housing project, where he was expected to unveil plans for the revitalization of Gilpin, Fay Towers and North Jackson Ward. A 2006 plan recommends a new magnet school, mixed-use zoning, and a new 2nd Street bridge. [via]
